It features a building which is 10, 000 sq. ft. situated in 30 cents of land at the heart of the palakkad town.
Palakkad District Public Library owns a building having a built up area of 960 Square Meters ( 10, 000 sq. ft.) situated in 30 cents of land at the heart of the Palakkad town near District Panchayath Office and Government Guest House in front of Civil Station, Palakkad. The Building was designed by Mr. Roopesh Narayan of M/S Modarch Architects, Palakkad and constructed by Nirmithi Kendra, Palakkad . The ground floor of the library is composed of office of the Library, Office of the Librarian, Periodicals Reading Area, Internet Browsing Center, Children's Play Area, Property Counter, Circulation Counter, C.D & C.D.ROM Display arena, 20 Book Shelves containing Malayalam Books etc. The First Floor houses 20 Book Shelves containing English, Tamil, Sanskrit and Hindi Books, a hall for reading books etc. The Second floor contains a Seminar cum Conference Hall with an area of 120 Square Meters ( 1200 sq. ft ) to cater to an audience of 150 to 200 with a stage, Public Address System, Projector and Screen, A research and Reference area with Eight Covered shelves for reference books, an area ear marked foe research with tables and chairs, A Technical Section area, Xerox Area, and 8 ( Eight) Corners dedicated to the memory of departed famous writers of the Palakkad District such as EMS Nambuthiripad, Olappamanna Subramonian Nambuthiripad, O.V.Vijayan, V.K.N, P.Kunhiraman Nair, Mundur Krishnakutty, Cherukat and Dr.K.N.Ezhuthachan. Apart from this paintings are exhibited on the walls in all floors . Rest Rooms are provided in each floor. There will be amble space for Parking of vehicles inside the compound.

Palakkad District Public Library has taken extra care and pains to acquire and collect Books of all categories in Malayalam, English, Tamil, Sanskrit and Hindi . The classification of books collected includes Literature & Fiction, Biographies & Autobiographies, Travel, Science & Technology, Academic, Business Management, Photography, Research and Reference, Art, Commerce, Architecture,Engineering, Medical, Automobile, History, Geography etc ... As a beginning there will be a stock of at least 50000 ( Fifty Thousand only) Books and it is envisaged to have an acquisition of 10000 ( Ten Thousand only)Books every year thereafter. These Books have been bifurcated in to two categories, the first lending books and the other reference Books as usual.

The Library has a good reference collection consisting of various encyclopedias

Palakkad is a tiny town where the facility of research and reference is treated as a luxury as far as Libraries are concerned. Palakkad District Public Library has taken a bold step to solve this problem by creating a suitable place for Research and Reference for the students and knowledge hungry people. In the second floor of Palakkad District Public Library more than half the area has been set apart for Research and Reference arena with Eight big Book Shelves which contain invaluable treasures of knowledge and wisdom which can be utilized by the persons desiring to amass information about any matter under the sun. A large space with sofas, chairs and Tables is earmarked for maximum utilization of the research and reference arena. The Library has a good reference collection consisting of various encyclopedias, dictionaries, yearbooks, almanacs, atlases, gazetteers, biographies etc of national and international coverage and other reference books. In addition to the general reference books we have a separate text book collection attached to it. Student members have the facility to get text books issued on loan for overnight use which will be issued at 7:30 PM and must be returned at the time of opening of the library on the next day. Bibliographies on various subjects as well as general bibliographies also form part of this section. The bibliography collection includes abstracting and indexing periodicals like Chemical Abstracts, Biological Abstracts. Multiple copies of text books and reference books for the preparation of civil service and other competitive examinations are made available in this section. Sufficient reading tables and chairs are provided for members. Previous year’s question papers on various University examinations and UGC examinations are also available for reference in the text book section. The Books will be made available to the members on request which can be referred and given back. If copies of some pages are required the same can be taken from the Technical Section there itself at a nominal cost. There are Research Guidance Volunteers who can assist a researcher find his/her initial path to research his/her subject. Many first-time researchers are referred to the Main Reading Room to get oriented and plan their research in consultation with a reference librarian. You may be referred to another reading room, depending on the subject of your research, or the format or language of the materials you are using. We are in touch with some Universities for getting their sanction for developing this as their Research and Reference Center.

Palakkad District Public Library has an organized collection of information resources made accessible to the people of Palakkad for reference or borrowing. The Circulation Counter handles user accounts and the loaning, lending /returning and shelving of materials. The Library's collection includes books, periodicals, newspapers, manuscripts, films, maps, prints, documents, microform, CDs, cassettes, videotapes, DVDs,Blu-ray Discs, e-books, audio books, databases, and other formats. Palakkad District Public Library provides services to the general public and usually makes a large chunk of its books available for borrowing. Library will issue Membership Cards to its members wishing to borrow books. The Number of Books available for borrowing for each member will be according to the category of Membership.

Internet provides the digital knowledge. More educated and knowledgeable people use the Internet more actively and their use is more information oriented. PDPL is promoting the digital reading and other internet activity and several required certificates have been obtained for smooth surfing.
The internet browsing center with three computers with superb facilities and excellent ambience is provided on the Ground floor of Palakkad District Public Library. The working hours of Internet browsing center will be 10 am to 7 pm on all working days except Sunday.

Browsing Rate
For Member's: Rs.15/- per hour;     Rs.10/- per 1/2 hour
For Non member's: Rs.25/- per hour; Rs.15/- per 1/2 hour
All services provided at the Internet Browsing Centre of Palakkad District Public Library will be available against payments on a first come first serve basis.
The service shall be made available at the seat allotted by the Centre to individuals. Each User in the Centre is liable to follow the rules and regulations and terms and conditions issued by the Governing Body of Palakkad District Public Library from time to time.

The Hall is having a total Built up area of 120 Square Meters (1200 Square Feet) with a stage, Public Address System, Projector and Screen to cater to an audience of 150 to 200. RULES FOR THE RENTING OF THE CONFERENCE HALL OF PALAKKAD DISTRICT PUBLIC LIBRARY.
1. These rules may be called “The Rules for the lending of the Auditorium of the Palakkad District Public Library.”
2. Definitions – In these, Rules unless the context otherwise requires:-
(a) “The Auditorium” means Palakkad District Public Library Auditorium.
(b) “Day Time” means the duration starting at 6.00 hrs and ending at 18.00 hrs on the same day.
(c) “Night Time” means the duration starting at 18.00 hrs and ending at 6.00 hrs on the next day.
3. (a) The Auditorium shall not be allotted to anyone including Government Departments free of charges.
(b) Government Department shall pay only half of the prescribed rate of rent, but shall pay all other charges in full.
4. The party requiring the use of the Auditorium may reserve the Auditorium subject to availability by directly reserving with the Secretary/Treasurer of Palakkad District Public Library.
5. The Secretary of Palakkad District Public Library shall have the power to decline any application/ cancel any reservation without assigning any reason and no claims for damages or loss on that account would lie to Palakkad District Public Library.
6. The rates of rent and other charges for the use of the Auditorium shall be fixed from time to time by the Library Committee.
7. The cost of the establishment, maintenance of the auditorium, stage, buildings and premises and maintenance of the electrical installations shall be borne by the Library Committee.
8. The Palakkad District public library Committee shall have power to alter, amend or repeal these rules at any time.
In respect of matters not specifically provided in these rules and wherever there, is any doubt in regard to interpretation or applicability of any of these rules, the decision of the Committee shall be final.
10. The duties and responsibilities of the staff employed for the management and maintenance of the Auditorium shall be issued by the Committee.
Subject to the provisions of these rules, the auditorium will be let on hire by the Secretary on application made to him for the following purposes: Public or Private lectures, concerts, theatrical and musical performances, conferences, seminars/book exhibitions or other entertainments, conducive to the moral, social, intellectual and physical welfare of the people, in such a manner or subject to such terms, conditions and rules as the Committee shall from time to time prescribe.
12. Normally, the Library Auditorium is allotted on “first come first served” basis except when there is any Government function requiring cancellation of a confirmed reservation.
13. The Auditorium will not be let out for conducting marriages or similar private ceremonies or meetings of the political parties.
14. The Auditorium shall not normally be allotted to the same party for more than 3 days in a month. However, in exceptionally deserving cases the Committee shall have power to relax this provision.
15. All communications relating to renting of the Auditorium shall be addressed to the Secretary, Palakkad District Public Library, Near District Panchayath Office, Palakkad 678 001 in the prescribed manner and shall be disposed of by him as per rules.
16. Request for allotment of the Auditorium for Government purpose should be recommended by the District Collector.
17. The rent collected will be deposited to the account of Palakkad District Public Library. The amount forfeited towards damages etc. also will be deposited to the above SB account.
18. The rent and other charges once remitted shall not on any account be refunded, provided, however, a refund, shall be made to the lessee, if for no fault on his/her part, the Auditorium is not made available to him/her.
19. Smoking and the use of alcoholic drinks are strictly prohibited in the Auditorium and its premises.
20. Notwithstanding any provision to the contrary in these rules, it shall be competent for the Government to relax any of the provisions.
21. Functions of the Secretary
(i) All communications relating to renting of the Auditorium shall be addressed to the Secretary, Palakkad District Public Library in the prescribed manner and shall be disposed of by him as per rule.
22. Rules and conditions to be observed by the lessee.

Rules and regulations
1) After ascertaining the availability of the Auditorium of Palakkad District Public Library, the party shall remit the rent in the Office of the Library, within two days from the date of application.
2) If the applicant fails to remit the rent of the Auditorium within the stipulated time the application will stand rejected.
3) The lessee shall deposit a sum of Rs.2500 in cash as security deposit for one day and Rs.500 for each additional day of reservation with the State Librarian, State Central Library. The amount shall be paid on or before the day previous to the actual day on which the auditorium is required. This deposit will be refunded on application by the Party as Cheque after deducting there from the charges payable by the lessee towards damage to the Auditorium, its fittings and furniture, if any, after use.
4) The security deposit or balance thereof, after adjusting the dues, if any, if not claimed and received within five days from the final day of the programme will be forfeited.
5) The lessee or his/her agent shall not sublet or lease the Auditorium to anyone under any circumstances.
6) The lessee or his/her agent shall on no account damage or disfigure the Auditorium, furniture or the premises.
7) Any damage done to the Auditorium or the furniture during the lessee’s occupancy must be made good by him/her.
8) The lessee or his/her agent shall not prevent the Library employees of the auditorium in the discharge of their duties during the lessee’s occupancy.
9) The lessee or his/her agent shall not prevent the Secretary or employees of the Auditorium from entering or leaving the Auditorium at any time during the lessee’s occupancy.
10)The allottees shall arrange to remove at their own expense the junk/garbage that they generate; before vacating the Auditorium. A sum of Rs.100 per day will be recovered from the security deposit in case the Auditorium is not cleaned by the occupants after the function is over.
12) The allottees should refrain from any activities that may spoil or damage the beauty, attraction and heritage value of the Auditorium and its premises.
13)Palakkad District Public Library Committee shall not be responsible for any loss or damage to the properties of the allottee.
14) The allottee will be permitted to exhibit banner subject to the prior approval of the Secretary in front of the Auditorium.
15) The lessee shall give written undertaking in the form prescribed in the application accepting full responsibility for any damage that may be caused and agreeing to make good such damage.
16) The lessee shall not allow any vendors to sell any articles within the auditorium or its premises.
Scale of charges for the use of the auditorium
1) For professional entertainments/functions admission to which is charged.
a) For day time or night time or part thereof : Rs.5000
b) For whole day or part of a day including day time and night time : Rs.8000
For private and amateur entertainments admission to which is not charged.
a) For day time or night time or part thereof : Rs.3000
For whole day or part of a day including Day time and night time : Rs.4000
For cultural meetings and lectures : Rs.3000
For exhibition-cum-sale (full day or part thereof) : Rs.6000
Other charges:
Security deposit for one day : Rs.2500
For additional days : Rs.500 each
Electricity charges per day : Rs.300 (Electricity charges in respect of exhibitions will be based on the actual consumption)
Water charges : Rs.20 per day
Service/Cleaning charges : Rs.200 per day
Note: For Government Departments and Registered Cultural Organizations, the rent will be half of the normal rates and the full charges towards Security deposit, Electricity/Water/Service/Cleaning Charges.

Apart from these old books also find a place in the shelves. About 50000 Books are available for reading. A Hall on the First Floor has been provided with seats for interested readers to sit, relax and read books of their choices inside the library itself.

Circulation Counter


Palakkad District Public Library has materials arranged in a specified order according to a
Palakkad District Public Library has materials arranged in a specified order according to a Library Classification system, so that items may be located quickly and collections may be browsed efficiently. Members are requested to bring their Membership Card (Identity Card) issued from the library whenever they visit the library. Books are Issued on loan and received back in this counter. Renewal of books issued on loan, reserving new books and books issued on loan, collecting overdue charges etc are some of the other functions performed by this counter. The Library is open to students and common people. Users may borrow library materials up to a maximum quota and for the loan period according to the category they belong to as stated in the Library Regulations. Books borrowed from the Circulation Counter must be returned to the Library on or before the due date to the Circulation Counter. Late return of a book is an inconvenience to other users and is subject to a fine as specified in the Library Regulations. Users may return books borrowed from the Circulation Counter.

Apart from that there is a Children’s Play Area where two Multi Media Computers are provided. Children can utilize this facility and open up their horizons of knowledge at a nominal charge per hour. Each summer the library offers fun programs, performances, and incentives to encourage children to read while they are out of school. Providing materials for children is one of the library's primary goals. In addition to print books, we offer music, DVDs, eBooks, audio books, magazines and comics.

File, Printing and storage service shall be subject to copy right rules and shall therefore be scrutinized by the Centre. The services shall be extended at the discretion of the Centre only to those software or documents that have been retrieved from the Internet or generated by the User and are not obscene, defamatory of inflammatory in nature. The services shall not be available for Software or documents brought in file storage media like tapes, Floppy disks, CD-ROMs or USB memory etc by the User.

The rich reference sources are open to the member's from 10.00 am to 8.00 pm on all working days and on Sundays from 8.00 am to 2.00 pm. Reprographic facility is also provided from 10.00 am to 5.00 pm. Admission is restricted for members only in the reference section. Photo copy of relevant pages of Books & Periodicals available in the library will be issued subject to the provisions of Copyright Act. This service is chargeable. Closed Reference Section Rare and precious old books, back volumes of Journals and Dailies are kept here for reference. Admission is given to users on written request. Photo copies of the relevant information will be issued subject to the provisions of copyright act.

Members are advised to keep their personal belongings including handbags, hats, attaché cases,
Members are advised to keep their personal belongings including handbags, hats, attaché cases, printed materials, umbrellas etc in the Property Counter which is on the right side of the entrance. Members will be given a token for keeping their personal belongings which can be taken back on production of the token. Personal belongings kept in the Property Counter has to be taken back on the same day itself and if it is kept beyond one day necessary service charges as fixed by the University has to be paid.
